SAFE is the committee of Oxford Students are who responsible for coordinating the non-

payment campaign starting in Michaelmas Term 1999. CAF committees in individual colleges will be responsible for specifically targeting students with regard to non-payment, but SAFE will be in charge of coordinating the campaign at a University level and dealing with any publicity involved. Another of its important roles will be to offer advice (such as this booklet) to college CAF comittees, help to set up committees in colleges where no committee exists at present, and help monitor the progress of the non-payment campaign across the university, eliminating the problems faced by the non-payers in 1998 - communication between campaigners in different colleges was at times poor.

SAFE meets fortnightly during termtime, every even week, Thursdays, 7.30pm, Somerville West JCR, although meetings become more frequent as the need arises. At the time of going to press, two representatives from each undergraduate college were allowed to vote, although this could be subject to change at the start of Trinity term 1999.
